Buy America requirements apply to purchases of iron, steel and other manufactured products permanently incorporated into infrastructure projects that receive federal funding from specific departments and agencies.

Buy American requirements apply to direct purchases by the U.S. federal government valued at more than $10,000 (USD). For a product to be considered "manufactured / produced in the United States", it must be manufactured in the U.S. and at least 50% of the cost of their components must come from domestic sources.

Build America, Buy America requirements apply to federally funded infrastructure projects from IIJA. It is required that the product (luminaires and poles) are 100% manufactured in the U.S. Manufactured products must meet the Cost of Components test based on domestic content thresholds. The Cost of Components is determined by the ratio of the cost of domestically sourced components divided by the cost of components from outside the U.S. The cost of the components of the manufactured product that are mined, produced, or manufactured in the U.S. is greater than 65% of the total cost of all components for items delivered in 2024 - 2028 (an increased threshold of 75% starts in 2028).
